of the Texas Medical Center in Missouri City Texas included the creation of a developer agreement and design guidelines. The Master Plan laid out a series of villages with a town center at the core of the community. The plan included two 18 hole championship golf courses, an extensive lake system designed to provide detention, a coordinated pedestrian circulation system throughout the community and particularly along Oyster Creek that is a central natural water course, an extensive greenbelt and park system throughout the community.

The Consultant worked closely with the engineers to establish an overall drainage concept including levee, detention retention facilities and distribution of land uses that were used as the basis for the overall drainage analysis. Additionally, existing utilities capacities were analyzed and considered in the process of determining the potential land uses for the project. The extensive use of GPS technology was employed to map the complex Brazos River bottom hardwood wetlands around which the Villages were organized.

The prepared Master Plan including Development Guidelines and standards formed the basis of a Developer Agreement Ordinance formed between the City of Missouri City and the Developer.
